You want to see what happens and how they get out but it's an irritating story. They both seem unlikeable. Then the idiot crazy comes along and then it really gets barfarific. The chances of these two unlikely things getting trapped and a psycho coming along are just too hard to buy.
Don't bother.

Irritating story
character needs work
Sisters Bree (Nora-Jane Noone) and Jonna (Alexandra Park) are swimming at a public pool. McGradey (Tobin Bell) is rushing to close the pool early before the public holiday. Bree dives to retrieve her ring with Jonna's help. McGradey does not see the sisters and seals them under a hard pool cover. He leaves them alone in the closed pool. Ex-convict janitor Clara (Diane Farr) arrives and is not helping them.
Clara doesn't make sense unless she's really crazy. It's not like she could get away with what she's doing. As a criminal enterprise, it's not thought out at all without deciding right away that she's killing the sisters. Clara needs more setup as a crazy ranting person. As for the sisters, they would be better to start off co-operating. They could ramp up their defiance and frenzy which could translate into the movie. Their best move was Bree trying to befriend Clara. This is a fun little concept. It's all in the character work and that part needs improvement.
Above the surface ... just
Well you can take this as a pun or allegory or whatever you want to call it. It is one of those one premise movies. Still while there is tension it only works with an outside force adding tension to it all. While I have to admit, I thought at first that force would just be someone deaf or wearing headphones, the movie decides to go ... loco. Which is spanish for crazy, in case you didn't know.
Whoever did this, also was clearly a fan of Tobin Bell and he made some easy money on this. He almost does not have to do any acting. Not to mention that the 2 girls (main protagonists) are the ones who have to go through a lot. Hats off to their determination and their own personal hardship making this. However comfortable they might have made it for them .. the circumstances are harsh. Where there is water ... things are about to get wet and not cozy ... Overall there are too many cliches and inconsistencies (especially with a third character) ... then again, maybe everyone is crazy and that's why they act irrational? Still tough watch and claustrophobic, if you are into that sort of stuff
