Well sometimes people who think outside the box get unfairly treaten. Just to be completely clear, please do not confuse this with any Q-conspiracy thing. We're talking about sane people here, who the worst you can do, is call them dreamers ... dang it, that can be confused too. I want to believe you get what I'm saying though.
This really happened, though I did not do any research so apart from what is shown and written at the end of the movie, I cannot confirm how accurate of a depiction this is. But you kinda can dig the vibe and what the movie is trying to tell you. A fine story that is also quite out there ... in more than one sense of course. Maybe it's a bit too long for its own good, but still mesmerizing and still quite intriguing to say the least
Plot summary
In 1968, engineer Giorgio Rosa established the independent state called "The Isle of Roses" off the coast of Rimini, built on a platform outside the territorial waters, with Esperanto as the official language. The Italian authorities did not take it well because the micro nation was seen as an expedient to not pay taxes on the revenues obtained thanks to the arrival of numerous tourists and curious people.

Cinema Omnivore - Rose Island (2020) 6.3/10
"This film adaptation is directed by Sydney Sibilia, who has flexed his muscles with I CAN QUIT WHENEVER I WANT trilogy, and stars Elio Germano as Giorgio the idealist. Starting in medias res, in the snow-covered Strasbourg, we are introduced to the scenes where Giorgio seeks legal help from Council of Europe to secure his state's autonomy, the far-outness of Giorgio's plea is so incredible, and ROSE ISLAND does crank up the story's comical value, but founders to examine Giorgio and his co.'s habitus under a larger societal pattern, viz. The flower power. We get glimpses of the monochromatic footage of May '68, but what is the connexion between it and Giorgio's spectacular whimsy?"

Mostly a disappointment
Sadly, this movie misses the mark on many levels. I was interested to see the fascinating true events adapted to the big screen, but all I got was a disjointed comedy that glossed over everything and managed to turn this amazing story into a tedious slog.
A big problem is the characters. They are caricatures, their motives are very superficial, and this results in a lack of emotional connection to them. The scene where they take a stand together was supposed to be the movies' emotional pinnacle, and yet it fell flat, a direct result of the inadequate characterization.
Also, the movie's political messages are very heavy-handed. This comes from a person that took an interest in those messages, but I did not like their execution. Especially in that Church&State scene, it was too in-your-face, and too simplistic.
The movie suffers from many other deficiencies, such as quickly moving from important event to important event without doing them justice, having a half-baked romance at its core, and a protagonist that behaves like a love-struck kid that is oblivious to everything, instead of a radicalized adult that knows what he's doing.
I believe that even if this disappointing movie is forgotten, the actual event should not, because it really is worthy of remembrance and hopefully, better attempts at preserving it than this movie.
